Research Proposal Science in 2025: Evidence, Reform, and AI

The research proposal is the core transactional document of modern science: it turns ideas into funded work, careers, and ultimately knowledge. Yet the research proposal ecosystem is under continuous scrutiny because (i) success rates are low in many programs, (ii) peer review must balance fairness with predictive accuracy, and (iii) generative AI is rapidly altering how proposals are written and evaluated. Over the last two years in particular, agencies and scholars have produced a surge of empirical studies on what makes a compelling research proposal, how review panels behave, where bias persists, and which interventions measurably raise funding success. This article synthesizes the latest scientific evidence relevant to anyone preparing, mentoring, or assessing a research proposal.
